Yes and no—the Dark Sea surrounds the War Seas. The Storm would just take up a considerable portion of the ocean.
Also, the Storm has a dark blue and grey motif, and that makes it totally different from the Dark Sea’s red and purple.
could be cool if you maybe hid some kind of big secret in the middle of the storm so all the other islands and stuff would have reasons for trying to enter it
isn’t that usually where the eye is, aka where the story takes place
I’m more or less debating if the Storm should have an eye or if it should just be a massive collection of thunderclouds, rapids, and magic over a wide area.

why not make the storm some kind of weird unnatural shape or something
or some kind of liminal anomaly where you can sail into it and basically vanish into another dimension or something
man people really just use liminal for literally anything these days

Hm… what if it was possible to exit the Storm, but doing so required sailing through an untold amount of ocean in which magic spawned islands and-
Damn it, this really is just the Dark Sea.
I think it would be interesting if it took place inside the permanent storm, or if the storm had some significant role in the actual story. As it sits now, it seems sort of like a map border… Maybe the eye could occasionally pass over places in the world, providing fleeting refuge where unrestricted human activity could take place.
I could also be missing the bigger (or smaller) picture here, in which case you should ignore me.
It’s irrelevant, but I had a similar concept some months ago where people migrated to sky islands, as the below world was flooded and ravaged by mana-induced storms. People would occasionally venture down to find remnants of humanity’s old ways.

Have the Storm migrate? As in, the people in it would have to constantly sail after it to stay inside and not die?
Definitely an interesting idea, I’ll say that much.
Yeah- they could either be nomadic or hunker down cyclically whenever the eye isn’t atop them. Either way, infrastructure and technological progress would be difficult in this world given the incessant deprivation of permanence. It think it would be pretty interesting.
