So your saying every fantasy game ever uses Levels even in their lore? Levels are irrelevant when you talk about lore characters rather than actual gameplay stuff. When you talk about peacekeeper in this context you take their power from lore, not gameplay, it would be literally retarded to take levels and apply it to lore. Very few games use level in their lore and most of them are fourth wall breaking games anyways like Borderlands. The most i can think of a genre that uses levels as part of its lore besides fourth wall breaking are shitty isekais, and World of Magic isnt an isekai.
