I’ve tried to reproduce your style with paint dot net but am incapable of perfectly doing so (specifically, the grainy paintbrush).
Sure! Mine’s done in Photoshop with a brush set to pencil mode, controlled by pen pressure. This allows it to look more dynamic as it changes size with pressure.
