That dude’s called the Rotten and he’s the leader of the Scourge Pirate. They hunt the cursed because they all hold deep hatred for them for various reasons, usually cause someone with a curse ruined their lives in some way (cough Rupin cough)
Though some like Commodore Spade (the guy Averill fought against when he lost his arm) hate curses cause of the destruction they bring upon the world overall
