Add ways to toggle topic settings without having to click on a topic

It’d be convienent be able to “mute” or “follow” a topic without having to click on the topic itself.

is this really necessary?
youre going to need to read the topic anyways to know if you want to follow or mute it, so is it that difficult to have to open the topic to do that?
