i’ve seen this suggested before or mentioned in a discussion, it can be a tax maybe ( remember magic council taxing you LOL), or it could be a special effect from an item, wearing this cloak will prevent you from gaining fame.

it’d make it easier for those npcs next to the bounty boards to be able to reset your fame or bounty too, you can suggest that those bounty board npcs can reset fame/ bounty too then the rest is up to the player being careful not to do anything capable of gaining or losing renown
