“Dumb as a rock” is a phrase usually meant to convey that someone and/or something is, with some exaggeration, as dumb as a rock. However, can a rock actually be dumb? Yeah, the phrase is exaggerated, but it has to have some truth to it, right?
Dumbness or stupidity is defined as the state or fact of being of low intelligence, but can you apply the same to things that don’t actually have a brain or intelligence, or are completely incapable of thinking?

So you are basically by saying someone is dumb as a rock you are saying someone is not sentient?
A quick google search shows that dumb used be a descriptor for a person who couldn’t speak. So the phrase dumb as a rock basically meant that they were so dumb (couldn’t speak), that they were comparable to a rock. Then dumb became more of an insult for low intelligence but the saying stuck I guess

Well, Hector is a rock capable of speech so I think rocks are perfectly intelligent, just too shy to use their abilities
