ok what armor peice offers the best defense overall no matter what I can mix and match so you can give me an answer that contain multiple sets

the only issue with that is its expensive/essentially impossible to get

Frozen oracle armour (with vitality investments) has the highest defense stat in the game, followed shortly after by frozen metal arcanium armour and then by sunkens.
Consult I am the First Person to hit 4,000 Max Health (UPDATE) for better information.
