Bankers (and by extension, potion dealers) occupy a random deckhand spawn. I think there’s guaranteed to be one per island, not per town (hence why they’re hard to find sometimes in big islands like sameria)
You can use the map to find bankers, if it’s not broken you can find the banker icon (and potion dealer icon) by zooming in, like how you can see all the other shop icons.
