Wait why is Arthur the stronger wizard of the two anyways?
Not sure, best guess is that there is a bit more to it than just knowledge, or Arthur used other tools in combination with amazing magic and that made him stronger. Maybe Fraudlin kept his power a bit more on the down low so Arthur would be crowned the strongest mage of his time. If there is an answer we probably won’t be able to find out for a bit cause a lot of info on Merlin is considered spoilers.
