Bleeding burst potions doesn't seem to spawn sharks

I’ve only done this with pinecones and tier 1 to 3 bleeding but I’m not able to get any sharks spawning. Even after going to different servers or deeper waters. Is this intentional?

Only tier 3 and up can spawn them I believe, and it’s not even guaranteed to spawn one

Damn I used to be able to just do Caria’s quest like that with just 2 shark tooth. Now I gotta go find sharks in diving spots.

Problem is star corals, can’t really get them easily.

And I always use 10 shark tooth

Bloodstone

All bleed throwables can spawn sharks.
