Based on your clan infamy, the grand navy and/or the syndicate will send npcs to your claimed islands in order to take them.

No, I have around 60k total cannonballs (didn’t trade or buy any) and I’ve only opened like 1k sealed chests and 8k normal chests+I’ve probably used a few thousand cannonballs while out at sea
