Bug releated to weapon?

a friend joined for the 1st time since full release and find that

  1. All of his weapons have their skills unequipped (idk if this is normal but from what little time ive spent with weapon since fr i think not?)
  2. Equipping weapon doestn make the weapon show up on his hot bar, rejoining make them appear, but skills still dont show up even after equipping and rejoining again, rejoining againstill doesnt make the skills appear

idk if this is a bug or some changes related to weapon i didnt remember abt

update 1: he can use the skills, they just dont show up on the skill list
