there are some islands that require treasure charts to be solved but ive yet to find any charts that are pointed to those islands
No, obtaining the chart spawns treasure on a random island terrain part. It is spawned for everyone, but only the owner of the chart or their party members can dig it out. If you have no charts leading to an island, you won’t dig any treasures there

if you are in team, and your teammate has a chart, YOU can solve it
No, unfortunately islands with a shit ton of segments are massively overweighted in the chart pool
I really think it should choose an island with small islands being weighted a little more favorably before it chooses a plate instead of just randomly choosing a plate

I did at one point find someone else’s treasure at frostmill while being about level 18 and not in a party due to seeing the prompts to open chests underground and digging them up.
This isn’t the best proof (I thought I took a picture of the chests but apparently not) but as you can see I have 3 frozen items, 2 are level 1 and one is level 10. This is pretty unlikely unless you are lower than level 20.
