Been stealing private chests, plundering castaways and attacking merchant ships. Still can not seem to get negative reputation. I thought there might be a level lock so kept grinding until level 40 but still same issue goes on
Im pretty sure vetex made it impossible to get a bounty below level 50, that might be a factor

go to the navy base (forgor what it was called, it’s that castle island) and clear your reputation. or try the mask guy next to the bounty board.
Can’t get bounty below level 50 to prevent people unfamiliar with the game getting annoyed at things that come with negative rep
and also you wouldn’t be able to be bounty hunted
