The more sunken swords without riding tide there are, the more people will need the skill note, and hence the more will buy it. Supply and demand.

Then again, it’d have to be done by a lot of people for there to be much demand
Because they will buy it hoping to get rising tide.
But when they realise it’s disarmed, or perhaps without any skills entirely, they will become more desperate to buy them.
As such, you can charge a big extra on the skill.
