Create an off topic tag for the art category and remove the art tag in off topic

Considering I’ve seen quite a few artists post some non ao/wom related art besides me in the art category I think it’s time we get a tag like this.

This is pretty much so artist could possibly post more content other than a random ao npc whenever that gets revealed and so we don’t have to draw our files for 50 times.

There already is an art tag in off-topic so this seems kinda redundant. Artists can just post art not related to WoM/AO in there.
