Notoriety goes way higher than 5, it just doesn’t show more than 5 stars on screen. But you need way higher than 5 Star for Commanders
Incorrect. Notoriety caps at 5. However, whenever you are supposed to gain another notoriety, it seems majors and commanders gain an higher spawnrate. (Also scales with Navy Influence)

magic council captains and majors were scary.
lvl 50 soldiers all using magic and lvl 150 captains with the aimbot multibeam spam against some little lvl 15-20 marines using toy guns and the lvl 200 majors who find a wall and don’t know what to do.
magic council majors were between lvls 1000-5000. they got removed for a reason.
captains were like lvl 350 - 500 majors were lvl 4k-5k
