Notoriety goes higher than 5, the ship spawns stay the same but the NPCs on them change.
Wich is why Commanders and such need way higher than Notoriety 5.

Thereâs no âspawnrateâ the higher your Notoriety, the higher lvl npcs spawn.
Tldr: Notoriety does not cap at 5, it just isnât displayed, like I said before.
