i dont see any problem with his Spell use count, Fights are not the issue too if you are one shotting npcs or avoid players at all cost, another thing may be that he’s 11th generation and there weren’t any tracking board yet so he could level up to level 40 and then start leveling up to level 60 after it got added

the thing is
he did 0 quests so no exp from that at all
5 chests looted so no he didn’t level from collecting chests before exp from them was removed
yeah sure spell count doesn’t matter if their going all melee or just not using them at all
it’s impossible to oneshot npcs at starter to novice so that amount of fights are unusual
and if he did grind off only from npcs he should have had a higher npc kill
this is another save of mine that I speedrunned to get to level 60 using quests
and this man had lower fights/npc kills despite doing no quests
and i’m pretty sure we already had the tracking board by 11th gen which is when wom was officially released
