I actually remember doing that when making a villain file many years ago, I’m pretty sure killing the regular wizard npcs in towns doesn’t start a threat. I think the same applies to bounty hunters.

yeah u can abuse this to gain a lot of levels fairly quickly
due to the addition of Majors, this is only a temporary huge exp boost before the Majors appear and One-shot you, unless you are thousand levels above them.
level <3000 issue
