I think this suggestion about reserve slots would be good enough.

Proposal As the name suggests, add reserve slots for deckhands. These reserve slots would be purchaseable with Galleons, and enable you to have more deckhands than there are slots on your ship. Swapping professions is also a passable solution imo, but I just like this idea more. Doesn’t feel like I have to sacrifice my hard earned notebooks, coal, and whatnot.
