Do y'all think the piracy problem is better or worse with the Grand Navy?

On one hand prior to the grand navy there were a lot of pirates going around with the only opposition being the kingdoms they raided which they could always just leave their territory to avoid. Now with the Grand Navy around they don’t have that luxury. Not to mention of a lot the of old powerful pirates were arrested or killed. However on the other hand now there’s the corsair country and pirate activity has increased a lot recently, though it’s unclear if its on the same level as it was pre-grand navy it probably is if not worse in the marauding sea at least if I had to guess. This has lead to a massive Grand Navy - Corsair war which while probably primarily happening in the Marauding sea is also likely taking place over the entirety of the War Seas albeit in likelier smaller scale.

I mean it seems more like the pirates got pissed off at the grand navy fucking with them, which was a relatively recent thing since the grand navy has only been around for like 20 years, and have kinda organized to try to destroy them so they don’t have to deal with them anymore. And cause of that organization and the war between them and the grand navy a lot more pirates are either taking advantage or joining the cause against the Grand Navy, rather than just them deciding to be pirates because there are consequences now.
