On one hand, it’s a leap because it brings you straight upward. On the other hand, it uses up an airstall charge (weapons/fs) instead of leap charge (magic/fs). This means a conjurer can 5x leap and use soaring eagle without stepping on the ground at all.
I think it counts as a leap and an attack but no leap will ever be as good as magic leap due to the customization (5x leap)

Best outcome is 1 leap since it gives you the most height
I don’t consider it a leap because the cooldown is way too long
