I believe that they might have used bridged terraforms alongside walls for the exterior, for the interior spire however, I do not know.
As for how to reach such heights for terraforming, I think that there was a forum post about it.

I believe its from ArceyPlays, he has a YT vid that looked very similar to what is shown here. It is intended as an Arena of sorts, a " Sky Staller’s paradise " according to a comment in the vid.

Terraforming bricks will extend from wherever they are all the way down to the ocean floor, so that’s how the walls are made
