The “Currently unable to spawn naturally, allegedly not even through notoriety ships.” is bullshit.
I keep getting higher level npcs when my notoriety visually stayed the same. (level 150 - 450)
Presuming that the level goes off the amount of notoriety from some code debunks it.
Emperor of the Sea with High Notoriety seems to spawn Rear Admirals at executions
I presume when we progress the story and more execution points gets added Rear Admirals will appear to have a much higher level because level 450 seems too low for me personally.
Then again, the standard level for commodores is 300 and they are 1 rank lower
1600 seems kinda high ngl, 500 is 50/50
hate to be that guy but its actually 280
