yes, this is actually the best way, because the event also has underwater structures coming with it, which you find by getting a sea chart in sailor chests that put it on your map. These, along with having a buncha chests, have static shark spawns

did that for 2 hours, no luck
honestly just might do that this is too time consuming
Go underwater between palo harvest and silverhold they spawn there guaranteed and server hop

think bleeding potions spawn them
