Nah they are mini bosses.
I don’t think vetex can turn dialogue npcs into aggressive ones, unless they are speaking in a cutscene like revon or calvus
It looks like promotional material, so you’ll see it eventually.

Nah nah naaah, it was all over in World of Magic, and Sailor Merchants and Castaways can do it currently.
NPCs used to have random dialogue chats back in WoM, idk why vetex removed, it was a nice touch
