Enforce a rule that prohibits multiple users from posting incredibly similar topics when they could simply be made into one thread

Self explanatory, once in a while a forumer comes up with an idea that many people want to do as well. However instead of doing this in one thread they all make separate posts which unnecessarily clutters the forum. Iā€™m mostly making this because of the recent trend of rate me posts recently. They can be locked or merged into one single topic pretty much so uh, yeah :fr:
