Executions are one of the easiest ways to farm bounty in this game to the point where players would easily rise up on the leaderboard despite not even being that good in many of the other aspects of the game such as PVP. Palo Town should have a larger, more open space with more Grand Navy NPCs patrolling it which makes sense since it is a town protected by them, to make it harder for players to hide until an execution takes place.
Additionally, an execution shouldn’t be disrupted so easily where players can quickly gain bounty and leave after “freeing” the criminal. Instead, when a player attacks Grand Navy NPCs guarding or tries to free the criminal, the execution is halted so that until the player dies, the execution will not take place. Then the player has to kill enough Grand Navy NPCs including the executioners to be able to free the criminal. Then instead of the criminal simply teleporting to another island, the player has to escort them to a random island off Palo Town, while escaping Navy ships.
Since there are a lot more steps involved, the bounty awarded should be much higher. However this is only applied if the player frees the criminal during the execution at Palo Town, meaning freeing them in Silverhold yields a lot less bounty.
Additionally, there could be NPCs watching like news reporters that record the criminal’s last words in the Agora.
