WHAT?! Fire has literally nothing do with lightning! Heck, if you really wanna know, Lightning would be a subset of Plasma, so Plasma should naturally go up to the Actual Magic tier.
Quite the contrary, Plasma existed before what we traditionally call Fire, so we could instead say that Fire is a part of Plasma, maybe (if it is given such honour). All the stars in the universe are essentially Plasma, not Fire.
Now all of that doesn’t make any sense, because Fire and Plasma are not the same thing. Fire is a chemical reaction where something is constantly getting oxidised, whereas Plasma is a superheated ionized gas. What you could say is both are subsets of Heat, but that’s it, they have no other corelation, your reasoning isn’t holding its weight.
Just sounds like cognitive bias, and a severe sign of mental deterioration to me.
Except of course, Photons, which aren’t part of any of these, have no mass, and essentially also a wave alongside a particle, which makes up Light, and absence of which creates Shadow. Naturally making those two “arts” aswell, alongside Plasma which is the 4th state of matter, and maybe push Fire down to the Subset tier with Lightning.
And if you wanna get really technical, maybe you can add Heat to the Actual Magic tier, as what is essential between the states of matter is the exchange of Heat.

Even then there’s Energybending amongst the main bending styles, so Life and Energy Magic should instantly go up there in the highest tier; There’s Plantbending, so Growth Magic also gets a spot; And there’s literally Combustionbending, so Explosion’s place makes no sense!
