From the docks on Al Jahil, swim to the southern edge, then as far down as you can. Go through a small crack, then surface inside the cave. You can swim around under the terrain or just squeeze through the bottom of one large terrain block to enter the cave.

You just break destructible mountain parts until you find a place, where are no indestructible barriers. Thats how these places work.
