Is it possible for me to join the Grand Navy and farm Commodore Kai? Or is there some protection that Commodore Kai gets if I join the faction?
I’m quite sure you can’t attack any fame players/npcs while in the grand navy, and with the small chance you CAN attack him you’ll definitely lose a lot of fame (but again I doubt you can).
Positive reputation characters can’t attack positive reputation characters. So no.

Not true, I’ve seen players with fame attack other players with fame. It’s grand navy members that can’t fight against players with fame.
That shouldn’t be possible. Maybe I’m wrong.

I’ll just mark it then, although Kai attacking through walls and us not being able to is annoying. Just make the walls breakable (more of them).
Incorrect; grand navy cannot attack other navy or positive reputation players.
Players with Fame are still free to attack any non-navy NPC or player regardless of reputation.
There’s actually one opportunity to fight Kai as a good rep. During Edward Kenton’s Silverhold infiltration quest, Navy members can aggro you and you can hurt them. This includes Kai.
I’ve never been able to harm positive rep or Navy NPCs or players. If what you say is true, then I don’t know why I can’t.
