This is just stupid. The whole point of electricity is it evens the playing field for non-magic users and gives a SIGNIFICANT advantage to those employing non-magic users.

Theres a reason the AG was superior to the OSP when it came down to the basics. If you only hire magic users, you need to weed out only the ones with the best skill, which gives you a small pool to recruit from.

But if you invest in technology, suddenly the useless non-magic user can be given a rifle, and can now fight back, if not dominate an opposing magic user.
