or - you clicked on some “malware” that’s more or less what I like to dub “trollware” which just uses an old-ass exploit in Windows’s base code to merely change the background.
This happened to me too but the Constituion of my country as my desktop background 
. It looks nice so I’m not changing it but if I were you I’d change that immediately
