just find the right cliff 
at least u have a chart u can do lol, ive gotten 5 and they all went to ravenna (im on cirrus island)
im getting way luckier with them now
frostmill is still the hardest tho
Stg i dug in every snowy spot, not just the cliffs and peaks and still couldnt find the treasure at all on frostmill
those charts either spawn at the cliffs of the main island or on the icebergs and remember always dig on the wedges as treasure charts always appear there
