about 7500, more or less. The value is going down rn. This is because of the scale wipe. So, as more people obtain them, they lower in value. If you wait like a month, they should be much cheaper.

There is one other method, but it is not very effiecent
They are obtainable by chests. I got 2 of them in around 10-15 hrs of playtime. It was within 1.5 weeks or so
It is a very low chance. It is probably more efficient to just grind galleons and buy them

Not only because of the wipe… partly, if not mainly, because of the new unobtainability from luck 4

theyre 8k+ rn and i dont see them dropping anytime soon. The only reason why they would drop is if legendary scales are easy to get which isnt the case nor wont be the case in the foreseeable future. Sure more people obtain them but theyll either near instantly use/trade them or never use/trade them
