Shipwrights. I got my Sailboat at Frostmill which is where you go after Redwake I believe, but I think there’s also a Shipwright at Redwake, you can check the map and zoom in and you’ll see all the icons and just follow the one with the ship icon

Sailboats I believe are around 300 Gold? I’m sorry if I’m late to this but I hope I helped

You can buy ships at shipwrights, and you can get a sailboat on Redwake or any island after that, then you can buy the caravel at Frostmill or any island after that and you can get a Ketch at Sailor’s Lodge or any island after that.
