Get a faster boat and ignore the pirates.
I use a sailboat and I’ve never had any problems with the pirates nor any upgrades, you’re just going near them.
Pirates, Assassins syndicate, Grand Navy, Merchant ships, and Ravenna ships always sail in a cirular pattern.
Go near them and they’ll aggro onto you.
Put a swift wooden framing on ur rowboat so you’d go as fast as a semi-built sailboat while not getting agro’d by pirates when pressing ctrl
