Basically its cause pokemon lore the world was nothing, just a big black void, until hilarious golden egg popped into the void and Arceus hatched from it. From there Arceus creatres Dialgia Palkia and Giratina, in which they branch off and create other legendaries, which they create more legendaries, ect… those legendaries also shape the world and stuff. So basically Arceus is god because he quite literally made the world.
