And he was at palo Town in a Holland NL server with around 3 hour life time he was afking and so I attacked him then he ran away (not that far like 10 meters away) before afking again this happened 1 more time then I couldn’t find them then I used sensing then killed them using basic combat (crystal warlock without awakening with 68 str and 150 magic also I poise breaked him for 3 times for 330 damage for each individual one).

I attacked him then he moved then stopped moving I attacked again then he hidden around cannon fist location then stop moving
I think he was fleet afking.
Also hot take you should only be able to open itemised sealed chests near shipwrights npcs or navigator deckhands

Well if he ran away after you attacked him he’s clearly responsive to stimuli and therefore not punishable for afking
Afking fleets also isn’t even bannable anyways
Why were you even poking that guy to begin with? He’s just standing in place, he’s no threat, should’ve just left him be. Him having PvP turned on isn’t a reason to do this, that’s dishonourable. Shame on you, you did a totally wrong thing, now live with this.
