You could just say Ravenna only selected people with specific magics to put in their army.

I like that idea it also gives more personality to the Ravenna legion or any faction in general if certain mages are favored over others for the army while the rest are left in the mainland.
Especially since some magics don’t work too well together.

give them higher chance for metal (bronze variation), fire, earth and sand magic
why? bronze speaks for itself, fire is required to ‘forge’ the armor and weapons they use, earth is well… because its a mountain and sand because its kinda sandy over 'ere, also it fits with the bronze color palette
