I would figure that it was Winterveil and Ravenna just rebelled out under Nero. If it were another kingdom that had reigned over Ravenna it’d be kinda odd they weren’t brought up. Kinda weird that Ravenna decided to target Winterveil rather than the people they just rebelled against. Also kinda weird that an alleged genocide at the hands of Winterveil would set them off to rebel if Winterveil wasn’t the kingdom they were under. Be kinda weird that Ravenna rebelled because a totally different kingdom from the one they were under had committed a genocide.

Well the first thing is it’s alleged so we’re not totally sure they even did it. In order for that to be the case whatever group they may have genocided would have to be relatively small or un-notable. I don’t think there’s any other way for the genocide to only be alleged rather than certain otherwise. The other kingdoms probably would have jumped Winterveil like they did Nero if it was something as massive as a kingdom’s capital island.
Secondly, again, there’s just no mention of another kingdom involved in Ravenna’s early history. If Winterveil was the parent kingdom than the old guy in the mines can kinda get away without outright telling us Ravenna was under Winterveil cause the story is already about the war between the two nations and Nero just wanted to take over the bronze sea regardless of the alleged genocide. If there’s another kingdom involved it kinda becomes weird that he just doesn’t talk about them at all despite the fact that they should be important to the story if their annihilation is what sets off the war.
Probably the Navy, tbh.
Apparently, it’s speculated that the Navy is part of the Order of Aesir because Commodore Kai is secretly a urinal-pooper, but I don’t think that’s why.
I’m thinking because the Grand Navy took their most powerful leader, they kind of owe Ravenna a favor.
where does it say ravenna was a protectorate
Ravenna was a protectorate up until Nero took over and made it an independent kingdom. It’s not a protectorate anymore and not at all during the GN’s existence. Being a protectorate means being the subject of another state and unless you want to stretch the definition of protectorate to include allies Ravenna’s relationship with the GN doesn’t fit the bill anymore than any other kingdom’s.

Here ya go, ngl kinda sucks with a lot of info not existing in game, but based on things said from Vetex he has been working on ways to get this info into the game in a way that feels organic and makes sense.
