They’re a clan based off of the Japanese dragon god Kuraokami, anyone can join as a disciple but only those with cold/weather based magics (Wind, Snow, Ice, Water) can become blessed and rank up within the clan. Edit: I got an answer from the desired prep alchemist, good news is you can join no matter what, bad news is you won’t be able to rank up. I wouldn’t take this as a final answer to the question though since I want confirmation from the snow queen herself.
