To Improve Rivals, a number of simple changes could be implemented.
Proposal 1
First of all, many people have complained about not liking their rival and not being able to change or remove them, so to solve this, there could be a gravy npc that you could talk to and pay to get the navy to arrest your rival, and there could also be a assassin version too for negative rep players. A alternative way to do this is that it would be locked behind assassins only but good rep players could talk to mysterious sponsors, or assassin outposts like the one in Ravenna, since according to the agora your rivals simply “escape”. The idea behind this would be that for players that don’t like their current rival, or don’t want a rival at all could have a way to “delete” their current rival.
Proposal 2
The other improvement that could be made is that rivals are “hunting you down”, but your rarely ever see them. To make this better your rival could spawn on a ship similarly to Evander, and they would hunt you down if you go within a certain radius of them, and their ship’s equipment would scale with their level. The reason to add this would be to make your rival more dangerous and realistic, and add more rewards in instead of just being a source of treasure charts.
Proposal 3
Another improvement that could be made is that there could also be grand navy soldiers that sail to the island they are on and fight them, and maybe the amount of soldiers that go after them, and the amount of soldiers would scale with their level, and this could also work with paying the grand navy to capture your rival. This should be added because the grand navy would obviously be hunting down your rival, instead of just sitting around doing nothing, and would also add more immersion.
I agree with this. Being able to change your rival would be really nice, esp if your rival is too powerful (lightning fire magma mage rival who is lvl 260 moment) or you just don’t like them. I also really like the idea of being able to be hunted by your rival, after all the bounty boards say that the rival has been frequently sighted down hunting down the player in question.

I like both proposal 2 and 3, but proposal 1 does have a small problem with it
non rival npcs can already be captured by the grand navy but are later released or executed, and rivals simply “escape” according to the agora when they are defeated by the player they are a rival for.
Since the grand navy would already be after criminals simply paying the grand navy to do what they are already trying to do is a lil bit redundant-
Perhaps it could be an assassin exclusive feature. At white summit the guy you talk to for joining mentions that even the grand navy pays them for contracts sometimes for killing a target. So perhaps at assassin outposts like the one in Ravenna could be used by good rep players to get their rivals killed
