It is based on the angle your ram hits the boat (90 degree angle optimal) and your speed in proportion to your ramming speed I believe.

better to spec into sail speed or ram power?
ram power, your speed only matters for if you’re moving at your current maximum speed, increasing that maximum doesnt increase damage.
