can you have both marines and sailors in your crew
Probably a bug, usually the whole crew is replaced by marines/assassins if you are part of the gravy/asyndicate
maybe the guy just recently left the navy
bro got tired of being in the navy but still wanted to be with his captain

Correct.
When you leave the navy or AS and then save a castaway, it replaces one of your crew marines/acolytes. Then once the castaway disembarks, a regular sailor of whichever crew is equipped reappears in that spot instead of the faction specific NPC.
As you can see in the player list, there’s no players in the GN right now as well.
