I have tried to search a way to open more than one account at the time and i have seen a video of a dude using a program that can open more than one account at the same time, the problem is that its from an exploit page so can i still use it or is it punishable?

you should be fine, youre using the program in the same way everyone uses the microsoft store (which is allowed)
what id be more worried about is that youre downloading something from an exploit site and any free exploiting program is probably not something you want to run on your pc
