The order realized they can just send an army of their strongest men and deck the MC.
I shall assume this is some kind of issue with the healthbar of Elius just… not disappearing, even though it should. Or someone managed to get Elius’ mirage to Fort Talos somehow, without it deciding to return to the normal spot it appears in.
