idk i looked at him and always assumed luffy, never saw this dialogue though. Interesting
He looks similar to Morden
its mainly assumed that he’s just a reference to Luffy or Ace from One Piece, hence the looks familiar on a more or less irrelevant NPC
He could just be related to Ruby Rogers.
